“If the public is used in a medical or scientific experiment, they (public) can be assured, they will be TREATED WITH RESPECT AND FAIRLY” (Amy Gutmann). That is a definitive statement. However there is a big problem with the accuracy of that statement. I am part of a Medical Experiment and I can assure you that I am definitely NOT treated with Respect or FAIRLY. At first it might look like negligence or incompetence, but there is something sinister, methodical and deliberate about it. Just look at the Extremely Low Frequency (ELF) Burn pictures below and its obvious that there is a medical ethics problem because of painful, Non Consensual Human Experimentation and Radiation Experiments. After all the CIA has been CONVICTED of Human Experimentation with Radiation and Trauma Based Mind Control back in the Frank Church, Senate Committee hearings in the 1970’s and President Clinton apologized for it in the 1990’s. Dr. Amy Gutman Is in a position of Trust and Responsibility. In her speech, she says all the right things but there is no follow through with corrective action. She perpetuates the Trail Of Tears Formula that gave Corporate America access to human experimentation in the past with previous tragedies of Gross Human rights abuses via Human experimentation in the US, including MKULTRA, which is now a fact since the CIA was convicted of it by the Church Senate Committee. MKULTRA has morphed into what now looks like an assault on the American people, so that the American People are now the enemy. My Story As A Targeted Individual
My name is James Lico and I have been a targeted individual since August of 2010, after filing an EEOC charge against my employer. However I really dont know for sure what the reason for targeting was and I can only guess. I was not able to prosecute the law suit against my former employer and this would have been the desired result. I have worked all of my life in electronics and in the computer field as a computer engineer. However I was finished in 2010 when I was blacklisted and put on a kill list. Someone looking at this information may be tempted to just ignore it and move on. But I assure you that I am not crazy and this is really being done by private contractors under government contracts. Please do not ignore it because this is your country too. ignoring this information and just getting on with your life means that you are fine knowing that American Citizens are being held in a virtual prison. In addition they are under an extreme form of surveillance and used as human experiment victims. This program is also a method of disposing of WhistleBlowers and intimidating other WhistleBlowers to keep their mouths shut. When you first become aware of what is going on you will think that the best way to deal with this is to let the government fix it. But they wont do anything. It is also too late for that because in 1941 when the intimidation of the Jews began in ernest, no one would listen to the Jews if they complained either. But later in 1941, the killing started and didnt stop until the end of the war. This is where I think we are compared to WWII, is 1941. If The Stanley Milgram experiment taught us anything, it taught us that two thirds of the population may do the wrong thing and begin killing people on the request of the same authority figure who told them to start torturing people. Think about that for a minute. If you wait for that, then the door is open to the killing going global and becoming a meme or way of life, just like in WWII. The corporations will find people are poorly designed and most are not productive and cost effective enough for the new economy, in line with the New World Order. The German People waited to see until the end of WWII. Don’t kid yourself, this could go global and if it does you may not want to be around, I know I don’t. It is a mess but it really has to be dealt with sooner than later. America has turned into a Totalitarian state right before your eyes. Yes, most of the trappings of democracy are still there like voting and your rights. But do you really pick the president. Does it matter if a Democrat gets in or a Republican. Our country went south anyway and your rights are fading fast, which you can plainly see.

WHEN NEIGHBORS HELP CRIMINALS WITH JUNIOR G-MAN CREDENTIALS
I hear people saying that it is not your neighbors doing this, but it is your neighbors I have to say loudly. Well it often is the neighbors as The Stanley Milgram Experiment has proven. These handlers go around the neighborhood to talk to neighbors, telling them something like we need to be watched. They may ask if they can put a piece of monitoring equipment in your house, which is really a torture device. I have heard they spread rumors and general negativity around everywhere they can. I believe they have some sort of identification and maybe a national security letter. What they are doing is fostering lies about the targeted individual (TI). The handler is probably a good talker and likable and the only problem is they are a psychopath or sociopath. They got this job because they like to hurt people.
I recently listened to Merck Whistleblower Brandy Vaughns video about her targeting and realized that the many targeters around the country are probably all from one group of people I call professional corporate intimidators.

The reason I think that is because it would be more efficient for the sociopaths doing the intimidation to be used for multiple types of torture and intimidation to make them more efficient as a group. That way all they have to do is specify a personalized torture and intimidation level for each targeted person which would be standardized for sake of efficiency. This way any corporate intimidator could receive the standardized torture and intimidation level of any targeted person and then look up exactly what the torture and intimidation regimen is for that particular person. Of course this is my opinion on how this could work but I think it may be quite close to the way it is in reality. I actually think this would be an insane idea, but now that I have learned what psychopaths are all about, it seems close to how it is in practice. I have heard of a 10 step torture system where 1 is the lowest torture rung and 10 is the highest. Doesnt it sound like something a psychopath would come up with? Former FBI agent Gerral Sosbey said there are 10 torture level steps.
The Handlers get their jobs by their being in close proximity to the target. It seems like the closest one wins and gets a job for one 12 hour shift. Remember that two thirds of the people will follow orders of someone who is an authority figure? So wake up and look at what is going on. SECURITY NEEDS TO MAKE SENSE AND WATCHING SOMEONE SECOND BY SECOND DOES NOT MAKE ANY SENSE FROM A SECURITY STANDPOINT but from a lab specimen, it makes perfect sense. It is human experimentation and it is still a crime to do that without the specific consent of the person under surveillance and to hurt someone and to use secret classification to hide the CRIMES. They need to get their heads out of the clouds of junior G-man badges and back to the reality that they are hurting flesh and blood human beings who could not possibly be under investigation for years and years like they say i am. It seems like they are not facing the reality that they are committing murder. Also no one can pay anyone to commit a crime and torture is a crime against humanity.

Torturing someone remotely seems as simple as dialing a cell phone. I can guarantee to Amy Gutmann that I am not being treated with respect and fairly. Yet Amy Guttman of President Obama’s Bioethics Committee guaranteed the public that “if they are part of a scientific experiment, they would be treated with respect and fairly”. Yet people are being experimented on and they are being tortured! I believe I was given STAPH infections and that those infections were studied. After one healed, another infection was given. Notice that the pictures below are labeled by month of infection. It worked out that I had one infection per month from Christmas 2014 until September 2015 . I managed to get rid of the STAPH infections in October 2015, when I discovered that daily, 5+ gram doses of the antioxidant vitamin C worked to inhibit infections. So even though I was under a doctors care and taking antibiotics, only the vitamin C therapy worked to stop the chronic infections.

President Clinton was president at that time. There were an estimated 400,000 victims of MKULTRA from the 1950’s through the 1970’s when it was supposedly stopped. President Clinton apologized for this. Yet 6 years later on 9/11/2001 was when all promises were broken and the Patriot act swept away the protections President Clinton put in place. This illegal non-consensual human experimentation is still going on today. I know, because I am a victim of this horrific experimentation.. NSA FOIA Request Denied for any information about me due to Military Secret
The Bioethics Committee did nothing and told us not to come back. There is an obvious cover-up from high levels of government. This cover-up extends to torture of not only military detainees but to tens of thousands of innocent American Citizens on American soil. The CIA torture report is also part of it because it’s release was held up for years. Whether it alludes to torture of American Citizens or not I don’t know as yet but why is the CIA so worried about releasing it if everything is above board. I know for myself that I requested NSA and CIA documentation of what is done to me, under FOIA and was denied. I am telling you that I am being targeted and accessed daily with electromagnetic weapons along with tens of thousands of others. This is human trafficking for human experimentation and the Government needs to come clean about these atrocities. They have disalowed my FOIA request on the basis that it would hurt military secrecy. But it is not legal to hide crimes with secret classification. If you do not want crimes to be hidden with secret classification then you need to reign in the CIA and NSA spying. They have allowed everything imaginable by default. They can use anyone as a guinea pig and can kill anyone in this way also. After-all they don’t want anyone alive to tell the tale.

I know exactly who my stakers are and a search I did revealed there are 2 people with the same name and phoney jobs of bankrupt companys are used when these people receive a govt check every 2 weeks. I agree these people are dod contractors doing this. My charges with fbi go nowhere also so I suspect they may be involved also. Hey James. You don’t know me. I am sane but what I’m about to say may not go along with this statement. I believe I know how they are getting away with changing people’s personality and making them aggressive. Had an entire vertebra C7 replaced. It was a long struggle to get this bulging and object removed. It was was remotely triggered by passing vehicles and it would move throughout my body and cause me zapping pain for years. I am constantly watched and monitored due to a lie that I am harmful to children…always followed by police. I was run away from my home in a prominently white neighborhood, Holland Michigan and live in my birth city now. I just dont want to die here on this earth without someone knowing what is happening to us T.I. Behaviors are changed because of what they place inside of us. If anything happens to me just let my family know…people are hurting me daily. I would never do anything to hurt anyone.

Denice, as I have experienced it is always police behind the targeting. First of all they all have access to military grade classified weapon that no one else does.
Also when police spread lies about the targeted individual to the community or where ever no one questions it, because they take it for granted that it is from a reliable source. This is how police are getting away with it!

The high pitched tones have changed since my surgery and now trigger movement in my fingers. T.I. are changing their personalities because of some things inside of them..this is not random. My family threatened to commit me if I continue telling them what is happening and I understand why. So I stopped telling them. But I must tell them. There is a cover up because there is big money in the torture program for many reasons. I am sure our law makers know about it but they wont admit it. It really helps a lot to read what you’ve written here, for me and I’m sure other TI’s. But I advise you to change every part where you call them names–even though, yes, they deserve that and worse. It does nothing for your case. We have to become just as covert with our feelings in public as they do. They are essentially trolling us for our worst behvior and health. Don’t give them that satisfaction and it protects you and your closies as well. Outlets–have anger outlets so you wont need to call them names. Or do it in private. I have a long list of things I do as outlets which I will share with you privately, if I can, sometime soon. In the meanwhile, stay strong!

I believe it is a retinal implant (also a CCTTL device) but highly experimental at the time it was done. Where is the ethics in using futuristic technology developed by US CIA NSA military laboratories for the Iraq war on innocent people in friendly countries that are allies of the USA, like Australia? Innocent people are being remotely surveilled and psychologically tortured, and whistleblowers are being targeted with electromagnetic Directed Energy Weaponry (DEW) that can induce heart attacks, aneurysms and strokes.
We are supposedly living in free democratic societies so how and why has this been allowed to occur, and what is the President, senators and Australian politicians doing to shut down the satellites and WiFi connections that the technology is piggybacking on to restore our inalienable fundamental right to privacy and civil liberties?
